Unlike Windows Embedded Standard, POSReady does not require a toolkit. The OS is installed using an installation disk from an OPK (OEM Pre-installation Kit).

With POSReady, a single activation key can be entered into the image the first time it boots. With this done, the configured operating system can be sysprepped, copied and installed onto any number of systems and the systems will never have to be individually activated.
OEMs using Windows Embedded are permitted to create media for image recovery, update or field upgrade. Creating a disk with the Microsoft Windows binaries is not allowed for non-embedded Windows.

Platform Builder, the toolkit for Windows Compact Edition 7, can be obtained via an MSDN Embedded Subscription or by purchasing the toolkit by itself. Evaluation toolkits are also available via download.
Compact Edition 7 is available in six SKUs, two general purpose and four "vertical market" SKUs for Network Connected Projectors, Navigation (GPS) Devices, Thin Clients and Consumer Set-top boxes (home entertainment). The general purpose SKUs can be used on any other embedded dedicated-function devices that comply with the Customer License Agreement (CLA).
